Dong and India’s eastern sunrise
Dong, in Arunachal Pradesh, is a well-known answer to this question. Arunachal Tourism associates Dong Valley with witnessing India’s first sunrise of the new millennium. That is a specific place and occasion, rather than proof that one village has the earliest sunrise on every date across all Indian territory.
Why there is no single year-round clock time
Longitude shifts solar time: farther east, the sun generally reaches the same part of its daily path earlier. Latitude and the season also change the length of the day. India’s islands must be included if the comparison is meant to cover the entire country.
For a precise “first today” claim, one would need to compare the relevant locations on the same date and define whether “first” means a level-horizon calculation or an actual view over local terrain. We do not present an unchecked national superlative as a measured result.
A useful time for a visit
The calculation below is for the GeoNames coordinate of Dong village in Indian Standard Time. The first light on a mountain and the first visible solar disc are different events. Check the official tourism information for current travel arrangements.
